[To Know the Holy Spirit] Book of Ephesians, the true procedure of receiving Holy Spirit for Ephesian believers, real situation:

1. The first step: Ephesian people came to believe in Jesus since Apollos preached to them.

Meanwhile a Jew named Apollos, a native of Alexandria, came to Ephesus. He was a learned man, with a thorough knowledge of the Scriptures. He had been instructed in the way of the Lord, and he spoke with great fervor and taught about Jesus accurately, though he knew only the baptism of John. (Acts 18:24-25 NIV)

2. The second step: After Apollos left Ephesus, Paul arrived at Ephesus. Paul asked Ephesian believers if they received the Holy Spirit or not.They answered" NO".

While Apollos was at Corinth, Paul took the road through the interior and arrived at Ephesus. There he found some disciples and asked them, “Did you receive the Holy Spirit when you believed?” They answered, “No, we have not even heard that there is a Holy Spirit.” (Acts 19:1-2 NIV)

3. The third step: Paul rebaptized Ephesian believers. Paul placed hands on them, Ephesian believers received Holy Spirit.

On hearing this, they were baptized in the name of the Lord Jesus. When Paul placed his hands on them, the Holy Spirit came on them, and they spoke in tongues and prophesied. (Acts 19:5-6 NIV)

4. The forth step: Paul left Ephesus.

When the uproar had ended, Paul sent for the disciples and, after encouraging them, said goodbye and set out for Macedonia. (Acts 20:1 NIV)

5. The fifth step: After Paul left Ephesus, he wrote letter to Ephesian believers. He told them" You have believed the word of truth and received the Holy Spirit as mark." It means what Ephesus believed previously before Paul's teaching is not truth, that is why even if they have been baptized but could not receive Holy Spirit.

Paul, an apostle of Christ Jesus by the will of God, To God’s holy people in Ephesus,the faithful in Christ Jesus: ...And you also were included in Christ when you heard the message of truth, the gospel of your salvation. When you believed, you were marked in him with a seal, the promised Holy Spirit, (Ephesians 1:1,13 NIV)

Summarize:

Apollos preached Jesus to people in Ephesus. Apollos knew only the baptism of John, so the way he baptized people was wrong which made none of Ephesian people receive Holy Spirit.

Paul baptized Ephesian believers according to the correct way. After rebaptizing, the moment when Paul placed hands, Holy Spirit came on Ephesian believers.They received the Holy Spirit. Paul left Ephesus and continued preaching the word of God to strengthen their faith. He tells them what they receive now is True Word of salvation from the living God so they now can receive the Holy Spirit.
